Every month, up to 1 billion XRP can mature out of escrow, and whatever Ripple does not need gets pushed back into new contracts at the end of the queue.

Ripple created a 200 million XRP escrow position at 18:11 UTC, worth roughly $271.97 million, followed two minutes later by a second position of 500 million XRP worth approximately $680.19 million. Combined, those two identifiable transactions locked 700 million XRP back into escrow, worth close to $952 million at the time. A payment between two Ripple-labeled wallets is not, by itself, evidence of a new escrow contract, and that is precisely the confusion driving the viral “full billion re-locked” narrative.
