Coinbase CEO Brian Armstrong said on the Katie Miller Podcast on August 26 that he expects the Senate to take up the CLARITY Act for a vote on September 15.

Armstrong said the bill would establish clearer rules for the crypto market and make the regulatory framework more durable across future administrations.

This September CLARITY Act prediction from Armstrong comes as the total crypto market cap sits at $2.68 trillion, down -1% over the past 24 hours as Bitcoin continues to hover just below $80,000, at around $78,200.

Armstrong said President Donald Trump recently brought industry participants and regulators together to advance the legislation. He framed the effort as a push for crypto regulation that could endure beyond a single administration.

The CLARITY Act cleared the Senate Banking Committee in a 15-9 vote, according to CNBC. However, the measure would still need to pass both the Senate and the House before reaching the president’s desk.

CNBC also reported that banks, labor unions and law-enforcement groups have raised concerns about provisions of the legislation.

He also said stocks and investment funds are moving on-chain and highlighted stablecoins such as USDC.

Armstrong identified agentic finance as a potential catalyst for blockchain adoption. He said a future with more AI agents than humans would require real-time, small-value global transactions and financial infrastructure capable of handling machine-to-machine payments.

Coinbase is experimenting with AI-driven financial tools, including Coinbase Advisor, according to the report. Armstrong favored a light regulatory approach to AI while maintaining that crypto requires clearer regulation because it operates within an already heavily regulated financial system.

Armstrong also connected cryptocurrency ownership with economic freedom. He said self-custody enables people to control their assets without traditional intermediaries or the risk of being debanked, describing that principle as central to Coinbase’s mission of expanding economic freedom and moving finance onto crypto rails.
