Pendant les cinq jours <strong>du 14 au 18 juillet<\/strong>, les s\u00e9nateurs se pencheront sur deux l\u00e9gislations majeures et pr\u00e9senteront le GENIUS Act au pr\u00e9sident.<\/p>\n<p>Il s\u2019agit de la loi d\u00e9nomm\u00e9e <strong>CLARITY Act<\/strong> et de la loi sur <strong>la surveillance des devises num\u00e9riques des banques centrales<\/strong>. \u00c0 l\u2019issue de cette semaine, <strong>les \u00c9tats-Unis devraient disposer d\u2019un cadre r\u00e9glementaire crypto beaucoup plus complet<\/strong>.<\/p>\n<h2><span id=\"clarity_act_en_bref_ce_quil_faut_retenir\">CLARITY Act en bref, ce qu\u2019il faut retenir<\/span><\/h2>\n<p>Le <strong>CLARITY Act<\/strong> ou \u201c<strong>Digital Asset Market Clarity Act<\/strong>\u201d est un projet de loi qui cr\u00e9e un cadre r\u00e9glementaire pour l\u2019industrie des cryptomonnaies. Gr\u00e2ce \u00e0 l\u2019instauration d\u2019un cadre r\u00e9glementaire complet, les investisseurs devraient \u00eatre rassur\u00e9s. <strong>Les craintes d\u2019atterrir dans un bourbier r\u00e9glementaire devraient \u00eatre apais\u00e9es<\/strong>.<\/p>\n<p>Dans cette loi, on retrouve aussi <strong>l\u2019obligation de diff\u00e9renciation<\/strong>, par les firmes crypto, <strong>des actifs num\u00e9riques des corporations et des individus<\/strong>.<\/p>\n<p>Le projet de loi sera pr\u00e9sent\u00e9 au S\u00e9nat au cours de <a href=\"https:\/\/financialservices.house.gov\/news\/documentsingle.aspx?DocumentID=410793\" target=\"_blank\" rel=\"noopener noreferrer\">la semaine prochaine<\/a>. Les analystes estiment que le CLARITY Act sera vot\u00e9 malgr\u00e9 l\u2019opposition de nombreux s\u00e9nateurs d\u00e9mocrates. En effet, <strong>des voix s\u2019\u00e9l\u00e8vent contre les conflits d\u2019int\u00e9r\u00eat que ces l\u00e9gislations crypto laissent passer<\/strong>.<\/p>\n<h2><span id=\"la_position_des_usa_vis-a-vis_des_devises_numeriques_des_banques_centrales\">La position des USA vis-\u00e0-vis des devises num\u00e9riques des banques centrales<\/span><\/h2>\n<p>La loi \u201c<strong>Anti-CBDC Surveillance State Act<\/strong>\u201d n\u2019a pas b\u00e9n\u00e9fici\u00e9 de la m\u00eame couverture m\u00e9diatique que les autres textes mis en avant pendant la \u201cCrypto Week\u201d. La Fed ne pourrait donc pas \u00e9mettre de dollar num\u00e9rique ou de stablecoin grand public sous quelque forme que ce soit.<\/p>\n<p><strong>Cette interdiction vise \u00e0 emp\u00eacher la Fed de court-circuiter les stablecoins \u00e9mis par d\u2019autres entit\u00e9s<\/strong>. Apr\u00e8s tout, un stablecoin \u00e9mis par la R\u00e9serve f\u00e9d\u00e9rale aurait certainement plus de poids que les autres stablecoins adoss\u00e9s au dollar.<\/p>\n<p><strong>Une telle interdiction profite directement \u00e0 des acteurs de l\u2019industrie crypto comme Tether et Circle<\/strong> qui cherchent d\u00e9j\u00e0 \u00e0 se positionner comme les r\u00e9f\u00e9rences du stablecoin en dollars.<\/p>\n<h2><span id=\"le_genius_act_enfin_promulgue\">Le GENIUS Act enfin promulgu\u00e9 ?<\/span><\/h2>\n<p>Autre point marquant de la semaine l\u00e9gislative crypto aux \u00c9tats-Unis : la pr\u00e9sentation du <a href=\"https:\/\/icobench.com\/fr\/news\/genius-act-senat-adopte-legislation-crypto\/\" rel=\"\">GENIUS Act<\/a> au pr\u00e9sident Donald Trump. \u00c0 cette occasion, <strong>cette loi sera certainement promulgu\u00e9e<\/strong>.<\/p>\n<p>Notons que Donald Trump a indiqu\u00e9 vouloir <strong>disposer d\u2019un cadre r\u00e9glementaire complet d\u00e8s ao\u00fbt 2025<\/strong>.
